What do you hope to do with the land?

Our vision for these roughly 28 acres is a residential neighborhood consistent with the early designation in the Scripps Ranch Community Plan and the surrounding uses. This new neighborhood is proposed to consist of 450 for sale homes be geared towards first time homebuyers and young families. An additional 50 homes will be dedicated for low-income households. What are the current land use designations for the property?

​The current Community Plan land use designation for the property is Industrial Employment.

What are you requesting?

We are requesting a rezone to allow for residential use.

Why are you requesting this change?

The project area was changed from residential to industrial use in 1986. A Prime Industrial Lands designation was also applied to this site. Other Prime Industrial areas around the county, like University City and Otay Mesa, benefit from proximity to universities and research hospitals, making them more ideal hubs for abundant Prime Industrial Lands. However, the Scripps Miramar Ranch Community is not as naturally aligned, so the site has sat mostly fallow for decades.

How long have you owned the land?

Scripps Ranch Community Partners (managed by Shea Homes) purchased the site in December 2024. While due diligence on the site was conducted prior to purchase, land use research, feasibility studies and early community outreach began in early 2025.

What can we expect from you as our neighbor?

We pride ourselves on being a good neighbor and are committed to open communication and transparency throughout the process. From one-on-one community engagement and small group meetings to public workshops and open houses, there are a variety of ways we’ll be interacting with the community and providing updates on the project. Where are you in the approval process?

We are just getting started! The San Diego Planning Commission voted on July 31, 2025 to initiate the process. Initiation is the first step and grants permission for city staff to allocate time and resources to review. The Planning Commission provided early direction to staff and to the development team about what they’d like analyzed. Now that we have made it through this important first step, the development team has kicked off outreach and design efforts to formalize a site plan and eventual project application submittal.

What’s next?

We hosted our first public workshop on August 20. It focused on aesthetics and architecture. We will be posting more opportunities to get involved on this website or you can join our email list to be notified of project milestones and upcoming events.
